Child Advocacy Center names new director

item supplied by VCCAC

The Board of the Vermilion County Child Advocacy Center announced Jonathan Munoz has been hired as the new Executive Director of the organization. Munoz has been employed with the VCCAC as a child and family advocate since 2021 and is passionate in his work with children.
The VCCAC was founded in 2020 through the combined efforts of Vermilion County State’s Attorney
Jacqueline Lacy and the late Senator Scott Bennett. The organization has improved the response to child
abuse cases in Vermilion County.
State’s Attorney and Chair of the Board of Directors, Jacqueline Lacy, stated, “I am confident in the
abilities of Jonathan Munoz to lead the Child Advocacy Center and to continue the vision Senator Scott
Bennett and I had when we started this project. It is evident that Mr. Munoz cares about this work and the
path to healing for the child victims and families who walk through the doors of the VCCAC.”
Jonathan Munoz is a Non-Commissioned Officer in the United States Army. He holds a Bachelor’s degree
in Human Development and Family Studies from the University of Illinois. In his spare time Munoz also
teaches Taekwondo to young adults.
“I am extremely honored to be chosen to become the Executive Director of the Vermilion County Child
Advocacy Center. I am truly excited about this new chapter in my career and I look forward to working
with such an amazing Board of Directors and the Multidisciplinary Team in our community. The
foundation of the Child Advocacy Center is strong and I’m very excited to see it continue to grow,” Munoz
said.
The VCCAC serves child victims of abuse and their non-offending caregivers by providing services
through a comprehensive, child-focused approach in a safe, neutral, environment. By bridging the gaps
between law enforcement, the Department of Children and Family Services, prosecutors, and service
providers during an investigation, VCCAC reduces the number of times a child has to retell their story.
Children are referred to VCCAC through the Illinois Department of Children and Family Services or local
law enforcement when abuse is suspected. If you suspect abuse, call your local police department, 911, or
the Illinois Department of Children and Family Services at 1-800-25-ABUSE (1-800-252-2873). At this

time, VCCAC serves families and children within Vermilion County. (https://www.vercounty.org/child-

Tourism impact in Illinois touted

The public may not understand that tourism has a huge financial impact on the state of Illinois and local organizations. Daniel Thomas, Deputy Director of the Illinois Office of Tourism, brought that message to Vermilion County Tuesday.

Thomas addressed a group of community leaders at the Fisher Theater. He said the impact of tourism is growing each year.

And he said the growth is being felt locally

The tourism industry in Illinois has had tremendous growth since the pandemic, Thomas says tourism is a vital economic and cultural force

Thomas says not all of the 111 million visitors last year went to the big cities

The state has 26 Convention and Visitor Bureaus, including the local one. Thomas is visiting all of them to get ideas and plans on how to get tourism thriving in all parts of the state.

Committee approves police in school contract and other items

The Public Services Committee Tuesday approved the contract for police officers to be in several Danville Schools.  Police Chief Chris Yates says this new contract provides a fourth officer for the schools, at the request of District 118 officials.

The fourth officer will be funded 100 percent by the schools.  The other three will be 75 percent funded by the schools as they have  been for years.

Danville is going to pay some 44 thousand dollars back to the state for overpayments. The Department of Transportation did an audit that went back to 2014 and found it had overpaid the city.

The committee also approved creating a budget line item for the 1.4 million dollars being granted to the city.  The money will be used to repair and renovate homes in the city.  The guidelines and application process are expected to be available early next year.

The City of Danville is seeking a 10 thousand dollar grant to help fund the Glow Downtown 5K run.  The Run for Good Foundation Grant approved by the Public Services Committee would provide free registration for those 12 and under as well as providing goody bags and t-shirts for the youth.

All of the committee actions will come to the full council next week.

Fire damages vacant residence

Fire damaged a structure at 2009 Main Street Monday night. When firefighters arrived at the site, the residence was fully engulfed in flames. Early reports from a bystander were that someone had been inside. After controlling the fire, firefighters conducted a search, and no one was found to be inside the building which is believed to be vacant. The Danville Fire Department is investigating the cause of the fire. Damage is estimated at 65 hundred dollars.

Long-time firefighter retires

A long-time Danville firefighter is retiring. Lowell Hudson is retiring after more than 25 years with the Danville Fire Department. He was hired by the city fire department in January of 1998.

Two men get prison sentences for gun offenses.

Ricky Dandridge of Danville pleaded guilty in Vermilion County court and was sentenced to ten years in prison. He received prison time for three offenses, Unlawful Use of a weapon, and two cases of possession of a firearm with no FOID. The court heard evidence that in October of 2021 Dandridge was stopped for speeding and a loaded weapon was found in the car.  Then in April of 2022, he was stopped for driving on a suspended registration and a gun with an extended magazine was found. Dandridge attempted to run from police on foot, but he was apprehended and arrested. Then on September 7,  Danville officers attempted a traffic stop of a vehicle driven by Dandridge.  He led the police on a chase and failed to stop at multiple stop signs. Dandridge eventually crashed the vehicle into a fence and fled the scene.  Officers apprehended Dandridge and found a stolen firearm in his backpack.

David Smith, Jr. of Chicago, recently pleaded guilty and was sentenced to 7 years in prison for Aggravated Unlawful Use of a Weapon.  On March 18, shortly after midnight, Westville Police Department responded to shots fired in the area of the Westville Post Office. Officers observed a vehicle nearby and attempted to conduct a traffic stop. The driver refused to pull over and subsequently led police on a high-speed chase, exceeding speeds of 100 miles per hour until he lost control of the car after attempting to make a turn onto I-74. Smith then struggled with the police while being arrested. A handgun was found on his person, and another was located in the vehicle.

Danville waives some downtown parking restrictions

The City of Danville is waiving parking restrictions in select downtown areas. This is being done to support local small businesses and in the spirit of the holiday season. The downtown parking areas, which will not be restricted to the two-hour limit, are the first two blocks of Vermilion Street and North Street. This will be honored through January 1, 2024. Parking will be monitored in the paid permitted parking lots. This waived two hour parking is for visitors and patrons only. All store owners and employees must continue to park in designated areas.

Apartment building damaged in fire

A Danville apartment building was heavily damaged by a fire Friday morning. A woman who lived the building was at home when the fire occurred, but escaped without harm, according to Fire Chief Aaron Marcott.

Danville firefighters were dispatched to 428 Harmon and found the building heavily involved in flames. They searched the building while battling the blaze.  Firefighters fought the flames for nearly 5 hours.  Damage is estimated at 30 thousand dollars. The cause of  the fire is under investigation.

DACC establishes exhibit to honor local writers

Information provided by DACC

Danville Area Community College has established a permanent exhibit to honor the life and works of Carl and Mark Van Doren. Born and raised on a farm in the Vermilion County community of Hope, the Van Doren brothers enjoyed illustrious
careers as writers and scholars. Each won a Pulitzer Prize for their literary achievements.
Before installing the exhibit in the DACC Library, the College will hold a colloquium in Jacobs Hall to celebrate the lives and achievements of these homegrown literary giants. The event will take place on Fri., Dec. 7, beginning at 11 a.m. All are welcome. The hour-long colloquium will include the screening of a 30-minute film titled “Portrait of a Poet—Mark Van Doren.” Mark Van Doren’s grandson Adam Van Doren—a famed watercolorist and Yale University professor—produced the documentary.
Historian Tim Smith and Van Doren family attorney Michael Eberhardt will reflect on the lives of the Van Dorens. They collaborated on a booklet titled, “Reflections on Two Pulitzer Prize Recipients Growing Up in Vermilion County.” The booklet will be available for all guests attending the colloquium. As Mr. Smith says, “That they were brothers who grew up in Vermilion County and both winners of the Pulitzer Prize is extraordinary enough, but perhaps even more compelling is the sheer volume of output these authors produced throughout their careers.”
Carl Van Doren won the 1939 Pulitzer Prize for writing Benjamin Franklin, still considered by many scholars to be the definitive biography on this founding father. Then in 1940, Mark Van Doren received the Pulitzer Prize for literature for a work titled Collected Poems—which would be reissued as Collected and New Poems, 1924–1963. The Van Doren family donated several artifacts for display in the DACC exhibit, including autographed first editions of several of the brothers’ works.

The colloquium will also include a musical interlude as a tribute to Mark Van Doren. DACC’s Distinguished Professor of Music Dr. Eric Simonson and the College Singers will perform an original work based on the Mark Van Doren poem titled, “Sleep, Grandmother, Sleep.” DACC Culinary students will provide light refreshments. No reservations are needed, but capacity in Jacobs Hall is limited to 150 and the colloquium will begin promptly at 11 a.m. Also note that as a historic building and former Carnegie Library, Jacobs Hall has steep front steps. For people needing assistance, the building has an exterior elevator to the left of the front
steps.
For more information about the event, contact College Relations’ Executive Director Lara Conklin at (217) 443-8798.
Also note that Mr. Eberhardt and Mr. Smith donated $5,000 to build an endowed student scholarship in honor of the Van Dorens. At a $10,000 level or above, the scholarship would permanently generate scholarships. For more information about the Van Dorens’ scholarship fund, contact DACC Foundation Executive Director Tonya Hill at (217) 443-8772.

A look at the Van Doren home in Hope, IL, circa 1915—from the Adam Van Doren
film titled, “Portrait of a Poet.” On Dec. 7, DACC will be hosting a colloquium to celebrate the opening of a permanent exhibit to honor the lives and works of Vermilion County-born Pulitzer Prize winning brothers Carl and Mark Van Doren.

Danville gets 1st draft of budget

A budget of about 78 million dollars is being proposed for the City of Danville’s upcoming fiscal year. Comptroller Ashlyn Massey presented the first draft of the budget to the City Council on Tuesday.

Danville’s projected revenue is less than the current year, but that is because the current budget included COVID relief money granted to the city.

The plan would include spending 5.2 million dollars on the firefighters pension, and 4.69 million dollars on the police pension.

The city’s tax levy is the same as last year. City officials think the tax rate may even go down because the assessed value of the city will go up.

An updated budget will be presented to the council next month, as the proposal needs to be approved in December.

Danville looks to buy vacant properties

The City of Danville is looking to buy some 200 properties throughout the city. The city council Tuesday approved the plan to purchase 146 vacant pieces of land and 60 properties with sub-standard structures.

The land would come from the tax sale of the Vermilion County Trustees. The properties have not paid taxes for several years. Danville hopes by purchasing the land it can be improved for future development. Mayor Rickey Williams says if the city doesn’t purchase the parcels, they will be bought by someone who is not interested in improving them. The purchase of all this property would cost the city 184 thousand dollars.

Danville to study downtown parking

The Danville city council has okayed spending 44 thousand dollars for a study of downtown parking needs. Operations Administrator Dave Ruwe says a firm would examine the current parking system and determine the most effective method for the city

He said the study will include all options and examine what should be done with the parking garage. City Engineer Sam Cole says the study will be part of a larger examination of needs downtown.

The city council also okayed a zoning change to allow a local church to have a bus station for workers, including for second- and third-shift employment. The Tabernacle of Praise Church property at 610 Robinson St. was changed from single family residential to general commercial zoning. The property would continue as a church. The parking lot and one room of the church would be used for the bus terminal and for drivers to clock in and take breaks.

Filing for primary election begins

Filing for the upcoming General Primary Election will begin Monday morning. The Vermilion County Clerk says the candidate filing will end at 5 p.m. on Monday, December 4. The Primary Election will be held on March 19, 2024.

Candidates must have all paperwork notarized and bound prior to filing. The Clerk’s office does have notaries available from 8:00 a.m. - 4:30 p.m. Monday through Friday. Candidates’ paperwork will be notarized free of charge.

The clerk’s office will be accepting filings for offices including County Auditor, Circuit Clerk, County Coroner, County Recorder, States Attorney, County Board Members, and Precinct Committeepersons. Filing for other offices will be done in Springfield.

Two people have announced that they are seeking the office of State representative for the 104th district, which includes parts of Vermilion and Champaign Counties. Incumbent State Rep Mike Marron is not seeking re-election.

The two declared candidates are Brandun Schweizer and Marguerite Bailey. Both candidates are seeking the Republican nomination.

Schweizer is a retired U.S.M.C. Master Sergeant and current City of Danville Code Enforcement Inspector. Bailey is  Legislative Assistant in Marron’s office and has previously worked in the State’s Attorney and County board offices.

Arrest made for firearms violation

On Sunday evening 11/19/23 at approximately 11:15 p.m., Danville Police Officers responded to
the 100 block of South State Street to investigate the report of a male subject shooting a firearm in that
area. Through their investigation, officers identified the suspect shooting the firearm as 42-year-old
Matthew S. Hill. Officers knew Hill to be inside a residence in that area, and upon attempts to make
contact with him, he refused to exit the residence.
A search warrant was granted for the residence and the Danville Police Department Emergency
Response Unit responded to assist. Hill was eventually taken into custody by ERU members. Hill is
currently being held at the Public Safety Building on initial charges of Reckless Discharge of a Firearm
and Unlawful Possession of a Weapon by a Convicted Felon.
Members of the public are reminded that a complaint is merely an accusation; the defendant is
presumed innocent unless proven guilty.
The investigation into this incident continues and no other information is being released at this
time.
Anyone who has information regarding this incident is asked to call Danville Police at (217)
431-2250. Or you can call Vermilion County Crime Stoppers at (217) 446-TIPS

ICC trims Ameren rate hike request

The Illinois Commerce Commission has rejected $36.34 million of Ameren Illinois’ rate request for its natural gas delivery services. The decision is approximately 50.8 percent lower than Ameren’s initial request for a $71.57 million increase.

The ICC has issued its decision after scrutinizing Ameren’s rate case filings over an 11-month legal proceeding.

The process aims to ensure the utility receives the necessary funds to provide safe and reliable service to customers and to maintain and replace aging infrastructure at a reasonable cost to ratepayers.

The decision also establishes a new low-income discount rate for eligible customers whose incomes are up to 300 percent of the Federal Poverty Level. Customers already enrolled in the state’s Low-Income Home Energy Assistance Program (LIHEAP) will automatically qualify for the newly-established low-income discount rate. The impact of the rate case decision on individual customers will vary based on customers’ service class and energy usage.

State to provide more Back to Business grants

Item provided by the State of Illinois

Governor JB Pritzker and the Illinois Department of Commerce and Economic Opportunity (DCEO) today announced $25 million in available grant funding through the Back to Business (B2B) NewBiz program. Following state recovery programming for businesses totaling $1.5 billion, the latest American Rescue Plan Act (ARPA)-funded opportunity is designed to provide additional support for businesses in hard-hit sectors who launched during the pandemic. Businesses that launched in 2020 or 2021 and remain in operation have faced significant impacts during the pandemic, but they have not been eligible for other federal or state relief programming since they were not operational prior to the pandemic.

To provide hands-on support and raise awareness about the program, the State has mobilized a network of nearly 100 community navigators across Illinois. Applicants are encouraged to visit b2bnewbiz.com to learn more and apply.

“Small business owners contribute to our thriving state economy every day, often taking on enormous risk to do so—but no business owner could have been prepared for the effects of the COVID-19 pandemic,” said Governor JB Pritzker. “These grants will support those who faced down unprecedented circumstances and met them with innovation and entrepreneurial spirit who may have been left behind in previous aid efforts.”

“Small businesses and entrepreneurs are the backbone of our economy, driving our state forward. B2B NewBiz grants will ensure Illinois' newer small businesses can continue to thrive, especially those most affected during the pandemic,” said Lt. Governor Juliana Stratton. “I'm proud of our hardworking small business owners for making Illinois the best place to live, work and do business.”

Applications are open from November 30 through January 11, 2024, and awards are expected to be made several weeks after the deadline date. All eligible applicants will receive a grant as long as the business meets eligibility requirements and submits proper documentation and attestations.

“Thousands of courageous entrepreneurs in Illinois launched businesses in the height of the pandemic,” said DCEO Director Kristin Richards. “B2B NewBiz makes funding available to new small business owners who were ineligible for pandemic relief based on their start date and supports small businesses across the state that are the heart of our economy.”

DCEO has enlisted a robust network of nearly 100 community navigators to conduct outreach and provide technical assistance in the hardest hit communities. Community navigators will be conducting outreach, hosting webinars, and supporting prospective applicants to prepare before the application opens on November 30. This is in addition to available small business support available through Illinois’ network of Small Business Development Centers (SBDCs).

In order to manage a high volume of applications in a timely manner, DCEO has enlisted a program administrator – Lendistry – to support with application review, provide technical portal support for applicants, manage the development of the application portal and provide support in processing payments.

“We’re proud to partner with DCEO and the state of Illinois to help small business owners who were brave enough to open up shop in the middle of the biggest disruption our generation has seen,” said Lendistry CEO Everett K. Sands. “Opening up while also taking on extra expenses to keep customers and staff safe was costly in many ways. My team and I applaud those entrepreneurs for supporting their communities and are proud to deliver the support needed to help them reach sustainable revenues and grow.”

Eligibility, Application, and Awards

To qualify for the B2B NewBiz program, businesses must have launched between January 2020 and December 2021 and be in an industry that was particularly impacted by the pandemic (As outlined here), or a business that was started by an individual or individuals that became unemployed during the pandemic. “Small businesses are the soul of Illinois, and through hard work and dedication the last few years, new small business owners contributed to Illinois’ growing economy,” said Rep. Janet Yang Rohr (D-Naperville). “The State of Illinois’ B2B NewBiz program is putting small business owners first and showing them why Illinois is the best place to do business.”

Police install more speed monitor signs

News from Danville POlice Department

The Danville Police Department, the City of Danville, and other community stakeholders are investing in the safety of our community. Thirteen radar-equipped speed monitor signs have been installed across heavily traveled thoroughfares and school zones on Danville city streets. The signs register and display vehicle speeds and gather data used by the police department to determine violations and enforcement needs. The Danville Police Department has handled over 600 traffic crashes so far in 2023, many of which are due to excessive speed.

The safety of our traveling public is one of the priorities of the Danville Police Department. Aggressive driving, speeding, and traffic crash numbers have increased in the last three years. The police department wants to inform and educate our community about traffic safety concerns and the importance of obeying local speed limits and traffic laws. Speed signs already in place have provided promising data showing most drivers in Danville obey speed limit laws but we are requesting compliance from those who don’t.

We ask the community to assist the Danville Police Department in decreasing traffic crashes caused by speeding and aggressive drivers while increasing the safety of those traveling our streets and neighborhoods. In addition, understand that the less time and resources we allocate towards traffic enforcement and traffic crash response and reporting, we can increase the amount of time we spend

preventing violence and property crimes that negatively impact our quality of life. Together we can get this done. Thank you.

Danville police holds traffic enforcement project

Information provided by Danville Police Department

This Thanksgiving, The Danville Police Department is joining the Illinois State Police and local law
enforcement to ensure holiday travelers are buckled up and driving sober with a “Click It or Ticket” and “Drive
Sober or Get Pulled Over” enforcement campaign that runs November 17-27.
“Thanksgiving means more vehicles on the road – and an increased risk of crashes,” said Sergeant Andrew
Brooks. “No matter how long or short your drive, remember to buckle up and make sure children are in a safe
seat. By buckling up and making a plan for a sober ride home, you help everyone have a safe and happy
holiday.”

Partners with our Community
The goal of this high-visibility effort is to reduce motor vehicle crashes, injuries and fatalities. Proper seat-belt
use is the most effective way to protect vehicle occupants. According to IDOT, the statewide seat-belt usage rate
has room for improvement at 92.9%.
If you’ll be celebrating with alcohol or other impairing substances, please remember:

? Plan for a sober ride home before you go out.
? Call a taxi, take mass transit or ask a family member to get you home safely.
? Use your favorite ride-share service, such as Uber or Lyft, or take public transportation.
? If you see a drunk driver, pull over safely and call 911.
? Make sure everyone in your vehicle wears their seat belt. It is the best defense against an
impaired driver.

The Thanksgiving enforcement effort is made possible by federal traffic safety funds administered by the Illinois
Department of Transportation.

Danville develop plans to increase governmental cooperation

Danville is developing projects to  increase the cooperation among governmental agencies. Danville is planning to apply for a grant that would fund a coalition with the city, Vermilion County and Vermilion Advantage. If the 1.5 million dollar grant is approved by the  US EPA it would go toward the identification, remediation, and  redevelopment of land complicated by the presence of hazardous substances  and/or petroleum.

City Engineer Sam Cole said a coalition can apply for much more money than an independent agency. The City of Danville would be the lead agency and be responsible for grant administration.

Danville is also hoping to expand its Enterprise zone to include part of Tilton. The Village of Tilton requested the expansion so that it can help Tilton with community development.  The Enterprise Zone gives tax incentives to developing businesses.  The Tilton zone would have to meet all of the provisions of the Enterprise Zone  in Danville. The full city council will act on the cooperative agreements next week.

Danville hikes budget for cleanup, road sealing

Danville’s Public Works Committee has approved a contact of more than 87 thousand dollars for environmental services. The company hired will provide services throughout the cleanup process of a lot at the  corner of Fairchild and Vermilion.  The city is hoping to develop the area, but first needs to clean up contamination left by a former dry cleaner.

Funding for the project will come from the grant of more than 983 thousand dollars Danville received from the United States Environmental Protection  Agency

The committee also approved increasing the budget for sealing cracks in city streets by some 85 thousand dollars. City engineer Sam Cole said the fund increase is due to modification in the original plan, and also because the city has had to spend more effort to remove excessive growth of vegetation in the roadways. The committee action come to the full city council next week.

Senator Faraci hosts sock drive

News provided by Sen. Faraci

Especially during the winter months, socks are among the most-requested articles of clothing by people experiencing homelessness, leading State Senator Paul Faraci to continue the work of State Senator Scott Bennett by hosting a donation drive collecting new socks for shelters across Vermilion County.

“Warm socks are something we take for granted and a luxury for those experiencing homelessness,” said Faraci (D-Champaign). “With your help, we can provide a little bit of comfort to those in need during the harsh winter months.”

Worn-out or ragged socks put people at serious risk of foot disease and, during the winter months, in severe danger from the cold. As a result, new socks are greatly needed by those experiencing homelessness — but they are the least-donated clothing item at homeless shelters.

From now until Dec. 15, community members are encouraged to donate new socks for men, women and children at the collection locations below:

v  Senator Faraci’s District Office | 201 N. Vermilion St., Suite 323, Danville

o   Monday to Friday: 8 a.m. to 4 p.m.

v  Robinson Chiropractic | 3595 N. Vermilion St., Danville

o   Monday to Friday: 8 a.m. to 6 p.m.

v  Westville Village Hall | 201 N. State St., Westville

o   Monday to Friday: 7:30 a.m. to 3 p.m.

Donations will benefit Crosspoint at the Y Homeless Program, Danville Rescue Mission (Vermilion Community Restoration) and Fair Hope Children’s Ministry.

For questions or additional information, contact Senator Faraci’s office at 217-442-5252.

Danville gets grant for home repairs

Danville has received a grant that will help improve homes. Community Development Administrator Logan Cronk told the Public Works Committee the good news.

The health and safety issues could include electrical, plumbing or roof repairs. All city and state building guidelines will have to be followed.

The city had applied for the grant from the Illinois Housing and Development Authority several months ago. Cronk has not received all of the grant details and is not yet accepting applications for the work. He already has a waiting list of homeowners who have requested help in another program and some of these homes can be funded. The city will have more than 2 years to spend the money.

Officials hope that these repairs can help keep houses from becoming substandard and will keep people in a good home.

Danville looks to buy vacant lots; examine downtown parking

The City of Danville is looking to buy some 200 properties throughout the city.  The Public Works Committee Tuesday approved the plan to purchase 146 vacant pieces of land and 60 properties with sub-standard structures.

The land would come from the tax sale of the Vermilion county Trustees. The properties have not paid taxes for several years. City engineer Sam Cole says the city wants to control the property for several reasons.

The land also is in areas where Danville knows of future storm sewer projects.  Also it is hoped some of the parcels can be banded together for development.

Mayor Rickey Williams says if the city doesn’t purchase the parcels, they will be bought by someone who is not interested in improving them.

The purchase of all this property would cost the city 184 thousand dollars.

The committee also okayed spending 44 thousand dollars for a study of downtown parking needs.  Operations Administrator Dave Ruwe says a firm would examine the current parking system

City officials hope the study will help develop a plan to improve parking to help downtown business and customers in the future.

The committee’s actions go to the full city council next week.

The  Christmas season in Danville gets its official start this weekend with the Festival of Trees. It will be Saturday through Wednesday in the Palmer Arena. The event provides entertainment, family fun, and creative holiday designs for all to enjoy.  Besides the beautifully decorated Christmas trees and wreathes, there will be a children’s craft area, a bakery and time with Santa. There will be special events such as breakfast with Santa, Bingo, Ladies luncheon, princess tea party, veterans day and senior special day.

This is the 26th year the Festival will be held in the Palmer Arena. The event was started by the local medical center and during the first 23 years, it raised more than 4 million dollars in support of community programs and health care initiatives. The operation of the Festival of Trees was transferred over to the Balloons Over Vermilion organization in 2021.  The board of Directors pledged that 100 percent of the net proceeds will go to community needs. This year a portion of the proceeds will be awarded to the hospital for updates/modernization of the fourth floor of the facility.

General admission is 5 dollars for adults and 2 dollars for children from 3-12 years of age. Those under 3 are free.

The Festival of Trees is open from 11 a.m. until 8 p.m. Saturday; noon to 7 p.m. Sunday; 9 a.m. until 8 p.m. both Monday and Tuesday; and 9 a.m. until 3 p.m. on Wednesday.

Police probe shooting

Danville police are investigating the shooting of a local teenager.  Wednesday evening, police responded to the 900 block of Hazel for a report of shots fired. Officers checked the area but were unable to locate a victim or suspects at the scene. Less than an hour later,  police were called to the OSF Emergency Room for a man seeking treatment for a gunshot wound to his leg.  The 16 year old victim told police he was walking in the area when a car slowed down near him, and an unknown person fired shots at him from the vehicle. The victim was struck by the gunfire and then left the scene before later seeking medical treatment at the ER. No other injuries were reported during this incident and no other information has been released.

Veterans Day commemorated

There will be a Veterans Day ceremony at 10:30 Saturday morning in Danville. It will be at the Middle East Conflict memorial at Hazel and Williams.  The speaker will be Coroner Jane McFadden, an Army veteran.

All veterans can ride the Danville Mass Transit buses free today and tomorrow. Just show your veteran’s ID when boarding. The DMT says this is a way to show gratitude to the many veterans who use the buses.

Palmer Arena looks for funds to make repairs

The Palmer Arena needs money to fix the heating and air conditioning system. Arena officials addressed the Danville City Council Tuesday and said they have made a number of improvements recently to the building, but a big one is needed.

Board chairman Dean Shore says only 2 of the 8 HVAC units currently work and they will be expensive to replace

Shore says  the Julius Hegeler Foundation has committed $750 thousand dollars to the project, but wants the Arena to produce a matching commitment. The Arena board will be asking the County Board for funding and  hopes for some support from the city.

Mayor Rickey Williams says the Arena is an essential quality of life issue. But he says the city is currently the primary funder for the Arena through the hotel and liquor taxes

Officials say the pandemic, building repairs, loss of a hockey team and some legal expenses have all hurt the Arena finances.

Palmer Arena faced challenges, promises better times

The David Palmer Arena has gone through some challenges and is ready to provide more services to the community. That was the word the Arena authorities brought to the Danville City Council Tuesday.

Palmer Arena General Manager Terri Gaffney says recent years have not been easy.

Gaffney says the Arena is committed to providing a better facility to the public. New safety equipment like security cameras have been installed, there is a new floor covering to put over the  ice, the staff has received CPR training and there are AED’s in the building. The staff has been trained in ice maintenance and sewer system problems have been fixed.

She said these improvements will help bring more events to the Arena. The Arena board has received two proposals to bring professional hockey back to the Arena and is expected to decide before Thanksgiving.

Alderman Jon Cooper expressed disappointment on how few events are taking place at the Arena. The Arena personnel told him that financial problems, scheduling conflicts, and the size of the building have made it difficult to book events. They promise that will improve.

Danville Election Commission makes changes

Danville voters are getting new registration cards in the mail with some changes. The Danville Election Commission had reduced the number of election precincts and polling places. The changes are due to the city’s population loss and recent Ward redistricting. About a third of Danville voters will see some change. The voting changes are in effect immediately and will be used for the upcoming March 19, 2024, primary election. There are now 22 precincts in the city.

Call the election commission office at 217-554-1930 if you have any questions concerning the changes.

State expands ABLE program

News item provided by Senator Faraci

Under a proposal led by State Senator Paul Faraci, savings accounts for people living with disabilities, known as the Senator Scott Bennett ABLE Program, will be expanded.

"This crucial measure seeks to enhance the ABLE program, empowering individuals living with disabilities and their families with greater financial independence, while safeguarding essential benefits,” said Faraci (D-Champaign).  “These changes reflect our commitment to inclusivity and support for those who need it most.”

House Bill 3641 makes expansive changes to the Senator Scott Bennett ABLE Program, which helps people living with disabilities and their families save and invest for expenses related to living with a disability without jeopardizing their eligibility for certain government benefits. The measure would allow people over the age of 18 to start an IL ABLE account and enable the accounts to conserve additional benefits, such as VA benefits.

“It's our duty to empower those living with disabilities and their families to navigate life's challenges with dignity and autonomy,” said Faraci.

Faraci serves as a chief co-sponsor of House Bill 3641.

It passed the Illinois Senate with bipartisan support and awaits further action in the House. To read more about the Senator Scott Bennett ABLE Program, including benefits and eligibility, click here.

Virtuoso musicians in a concert at DACC

Information provided by DACC

Danville Area Community College is hosting three virtuoso musicians in a concert on Sun., Nov. 19 at 3 p.m. in Jacobs Hall.
Violinist Ji Myung Kim, pianist Melita Lasek Satterwhite, and cellist Barbara Hedlund have all achieved acclaim as concert performers. By special invitation from DACC’s Distinguished Professor of Music Eric Simonson, the trio will present a concert titled, “Trio Fanfarrón: Artistic Responses to Colonialism.”
The concert theme focuses on African American composers who would have received far more recognition for their classical music had they been white. Says Dr. Simonson, “These are composers whose music has been wrongfully overlooked due to their marginalized status in society.”
As for the musicians, violinist Ji Myung Kim has performed all over the world, including before the queen of Denmark, the prime minister of Japan, and two former presidents of his native South Korea. Dr. Kim is the instructor of violin and viola at Eastern Illinois University.
Melita Lasek Satterwhite has regularly starred as the featured pianist in concerts for the president of her native Croatia. Married to a former Danville resident David Satterwhite, Dr. Lasek Satterwhite directs Croatia’s School of Arts Matko Brajša Rašan.
Cellist Barbara Hedlund has been a Broadway performer whose musical talents has earned her a share of Emmy, Tony, and Grammy awards. Along with performing as the principal cellist for the Danville Symphony Orchestra, Ms. Hedlund has enjoyed success as solo and recording artist, fine arts administrator, and university professor.
Along with the three featured performers, the concert will include musical contributions from Dr. Simonson as well as two orchestral singers, bass-baritone Ronald Hedlund and soprano Kelli Holden.

Jacobs Hall is located on the south end of the DACC campus. A former Carnegie Library, the building’s majestic columns and domed ceiling have proven to provide marvelous acoustical balance for musical performances.
Tickets are $5 and will be sold from the south entrance. For people unable to mount the 20-stepentrance, a side door provides elevator service to the gallery level.
With the artists offering this concert pro bono, all ticket revenue will support the DACC music program.

Danville honors Bob Jones

Danville honored its former Mayor on Tuesday. A reception honoring Bob Jones was held at city hall and he received a proclamation and the key to the  city at the council meeting.

The event was held days before Jones’ 85th Birthday.  He said all of the organization was done quietly, and he was unaware of the planning until very recently.

The ex-mayor was delighted to see so many old friends and former city workers. He even had family members come from out of state to attend the event. The reception room was decked out in old photos and scrapbooks of the events in Jones’ life.

Jones was the first Mayor elected when Danville changed its form of government to a Mayor/Alderman system.  He said it was a difficult time because the entire government and city employee system was changed.  He said it would not have been possible without a lot of help.

Jones was elected Danville Mayor 4 times.  Prior to that, he was Vermilion county Treasurer. He has also been the successful owner of a local restaurant and a Dairy Queen.  Danville’s City Hall building is named after Bob Jones.

The City Council Tuesday approved a budget amendment of 37 thousand dollars to upgrade and support a new city web site. The new site is designed to be more visual and easier to find information and forms.

Aldermen also okayed the sale of a 1999 fire truck with a 75 foot ladder.  The city has purchased new equipment to replace the truck.

The city council also approved a new packet of insurance for city workers and retirees. The package included health, life, vision, dental and workers compensation provisions.

Bose currently employs 16 people in the Danville facility at 300 Eastgate Drive.  It makes coils for car stereos.

3 Kings of Peace to re-open fitness center

–Information provided by Three Kings of Peace

Danville’s Three Kings of Peace have restored a legendary business
in Danville—the Roselawn Fitness Center.
Founded in 1989 by Sharron and Chip Runyan, the Center served the Danville community for 33 years, closing in late 2022 upon the Runyans’ retirement. Located at 302 W. Roselawn Street, the Center would offer all of the bells and whistles of a full-service fitness center. Now under the management of Edward J. Butler and Reverend Frank J. McCullough of the Three Kings of Peace, the Center will continue to be fully functional, with services that include a weight room, exercise room, gymnasium, shower room, and locker room.
To reintroduce the Roselawn Fitness Center to the community, the Three Kings are holding an open house on Fri., Nov. 10 from 11 a.m. to 5 p.m. The Runyans will join the new owners in the ceremony. All are welcome to attend and tour the facility.
According to Mr. Butler, the Three Kings’ interest in owning and managing the Center is consistent with the group’s mission. He says, “We have concerns about the welfare of our young people. The Center will offer them an outlet for developing healthier bodies and minds.”
The Three Kings of Peace plan to keep membership affordable and are applying for grants and seeking donors to help defray costs. As Mr. Butler says, “If we can encourage our youth to work off their energy through basketball, weight-lifting, gymnastics, and Yoga, they’ll be less likely to get caught up in the trouble that’s ruining the lives of too many of our children today.”
For more information about the Open House or the plans for the revival of the Roselawn Fitness Center, contact Mr. Butler at 217-920-2825 or Rev. McCullough at 217-766-8735.

Fire safety tips offered

The Office of the Illinois State Fire Marshal (OSFM) reminds residents to test, inspect and replace any broken or expired smoke and CO alarms while they change their clocks this upcoming weekend as daylight saving time comes to an end. Smoke alarms only have a life span of 10 years before they need to be replaced. If your alarm was manufactured before October of 2013, it’s time to replace that alarm with a 10-year sealed battery device.

“Daylight Saving Time serves as a bi-annual reminder for residents to test, inspect and replace any broken or expired smoke and CO alarms in their homes that could save their life,” said Illinois State Fire Marshal James A. Rivera. “Materials used in modern home construction burn hotter and faster reducing the escape times to less than 3 minutes in most cases. Families need to review their fire escape plans and hold drills to ensure everyone in the house knows at least two ways out of every room and where to meet outside of the home in the event of a fire.”

The National Fire Protection Association (NFPA) reports that between 2014-2018, almost three out of every five home fire deaths in the U.S. resulted from fires in homes with no smoke alarms or non-working smoke alarms. The death rate per 1,000 reported home fires was more than twice as high in homes that did not have any working smoke alarms compared to the rate in homes with working smoke alarms. In fires in which the smoke alarms were present but did not operate, two of every five of the smoke alarms had missing or disconnected batteries. Dead batteries caused 26% of the smoke alarm failures. Replacing alarms that have missing batteries or are either expired or broken with new ten-year sealed detectors will help reduce residential fire deaths across the state.

Here are some tips to help your family prepare or update their home fire escape plan:

  • Get everyone in your household together and make a home escape plan. Walk through your home and look for two ways out of every room.
  • Make sure escape routes are clear of debris and doors and windows open easily. Windows with security bars or grills should have an emergency release device.
  • Plan an outside meeting place where everyone will meet once they have escaped. A good meeting place is something permanent, like a tree, light pole, or mailbox a safe distance in front of the home.
  • If there are infants, older adults, family members with mobility limitations or children who do not wake to the sound of the smoke alarm, make sure that someone is assigned to assist them in the event of an emergency.
  • If the smoke alarm sounds, get outside and stay outside. Respond quickly – get up and go, remember to know two ways out of every room, get yourself outside quickly, and go to your outside meeting place with your family.
  • Once you're out, stay out! Under no circumstances should you ever go back into a burning building. If someone is missing, inform the fire department dispatcher when you call. Firefighters have the skills and equipment to perform rescues.

County gets multiplier

News supplied by State of Illinois

Vermilion County has been issued a tentative property assessment equalization factor of 1.0000, according to David Harris, Director of the Illinois Department of Revenue.

The property assessment equalization factor, often called the “multiplier”, is the method used to achieve uniform property assessments among counties, as required by law. This equalization is particularly important because some of the state’s 6,600 local taxing districts overlap into two or more counties (e.g. school districts, junior college districts, fire protection districts). If there were no equalization among counties, substantial inequities among taxpayers with comparable properties would result.

State law requires property in Illinois to be assessed at one-third (1/3) of its market value. Farm property is assessed differently, with farm homesites and dwellings subject to regular assessing and equalization procedures, but with farmland and farm buildings assessed according to standards based on productivity.

The equalization factor is determined annually for each county by comparing the sales price of individual properties sold over the past three years to the assessed value placed on those properties by the county supervisor of assessments/county assessor.

If this three-year average level of assessment is one-third of market value, the equalization factor will be one (1). If the average level of assessment is greater than one-third of market value, the equalization factor will be less than one (1). And if the average level of assessment is less than one-third of market value, the equalization factor will be greater than one (1).

Assessments in Vermilion County are at 33.39 percent of market value, based on sales of properties in 2020, 2021, and 2022.

The equalization factor currently being assigned is for 2023 taxes, payable in 2024.

Last year’s equalization factor for the county was 1.0000.

The tentative factor is subject to change (1) if the County Board of Review takes actions which significantly affect the county assessments or (2) if local officials or others can present data showing that the Department of Revenue’s estimates of the average level of assessments in the county should be adjusted. A public hearing on the tentative multiplier will be held between 20 and 30 days after the tentative factor is published in a newspaper of general circulation within the county.

A change in the equalization factor does not mean total property tax bills will increase or decrease. Tax bills are determined by local taxing bodies when they request money each year to provide services to local citizens. If the amount requested by local taxing districts is not greater than the amount received in the previous year, then total property taxes will not increase even if assessments may have increased.

The assessed value of an individual property determines what portion of the tax burden a specific taxpayer will assume. That individual’s portion of tax responsibility is not changed by the multiplier.
